The CEI Fund for Climate and Environmental Protection, established by the Heads of Government at their Summit meeting in Sofia in November 2007, aims at supporting projects in climate and environment protection in the 9 CEI Member States from South Eastern and Eastern Europe which are not EU members. The Fund is based on voluntary contributions and is administered by the CEI-Executive Secretariat in Trieste.
 
As of June 2008 the CEI Climate Fund has been officially included in the “OECD/DAC List of International Organisations official contributions to which may be reported in whole or in part as Official Development Assistance (ODA)".
 
The Fund became operational with the first contribution made by the Czech Republic at the end of 2007 allowing the CEI Executive Secretariat to launch the first call for proposals where 72 applications were received. Three projects with highest ranking positions were approved by the Committee of Donors and their implementation started in the first months of 2009.
