CEI Know-how Exchange Programme
The Know-how Exchange Programme (KEP) established in 2004 is an instrument offering co-financing for projects focusing on the transfer of know-how and best practice from EU to non-EU CEI Member States. As such, the KEP offers grants to institutions willing to share their experience with their partners in the non-EU CEI countries in South-Eastern and Eastern Europe.
The KEP supports the transfer of best practice and transformation experience from CEI EU to CEI non-EU countries in order to:
· Strengthen economic and social advancement of the non-EU member states of the CEI;
· Help the recent EU members in their transformation from recipients to donors (emerging donors) of development assistance;
· Promote principles of foreign development aid and support international collaboration among institutions in CEI member countries.
Since its launching, the KEP has been financed by the Italy-sponsored CEI Trust Fund at the EBRD (for a total value of approved grants amounting to EUR 947.970). In 2008, an additional financing in the amount of EUR 360.000 was provided by Austria through the Austrian Development Agency for the years 2008, 2009 and 2010. Finally, a voluntary contribution of Poland in the amount of EUR 25.000 was received at the beginning of 2009.
The main objective of the Programme is the support of projects which are in accordance with the priorities of the recipients and that comply with their own strategies of development. Priority areas of KEP interventions have been grouped into thematic blocks and include:
· European Integration, Capacity Building and Market Economy;
· Infrastructure Planning and Development;
· Agriculture, Energy, and Environment.
